¿Qué pasó en las elecciones? El análisis de Zuban Córdoba
Pasaron las elecciones, los pronósticos quedaron atrás y luego de varios meses de incertidumbre y movimientos políticos muy bruscos la Argentina parece haber encontrado un punto de equilibrio en su escenario político e institucional. Un punto en el que nadie parece haber quedado muy cómodo.
El oficialismo logró su objetivo de remontar todo lo que fuese posible la elección, especialmente en la provincia de Buenos Aires, donde la situación de empate técnico fue tan repentina y abrupta que Juntos por el Cambio no pudo festejar la victoria que hubiese querido, el Frente de Todos logró además dar vuelta la elección en dos provincias más (Tierra del Fuego y Chaco). Por el otro lado, la oposición logró consolidar su triunfo nacional y mostrar lo que es ya casi una hegemonía en las provincias de la zona centro. Cuando todos ganan nadie pierde, eso quizás sea bueno desde un punto de vista institucional y de madurez política, pero sin dudas es malo para los dirigentes que esperaban terminar el domingo pasado sepultando a sus rivales internos y externos.
Así como la derrota de las PASO ayudo a bajar a tierra al Frente de Todos, obligándolo a acomodar su siempre latente interna y a desplegar una estrategia de campaña en provincia de Buenos Aires que demostró dar buenos frutos, para Juntos por el Cambio, el triunfo en las primarias significo una perdida total de prudencia o estrategia. Haberse mostrado tan triunfalistas estos meses, llegando al punto de incluso fantasear con una “transición” en palabras de Mauricio Macri, sin dudas contribuyó a licuar sus números y a generar una expectativa que al no verse cumplida el domingo de las elecciones los terminó mostrando impotentes, desorganizados y con caras de sabor a poco. Que importante es la prudencia en la política, especialmente cuando estás en la oposición y que costoso es dejarla de lado.
Con el resultado sobre la mesa se abre una nueva etapa política en el país. Una especialmente sensible, en la que ya no hay espacio para seguir postergando las grandes discusiones y definiciones que marcarán el futuro de la Argentina. Ambos espacios mencionaron y consideraron a su manera esta necesidad de acuerdos y consensos durante la campaña. En la Argentina que empezó el domingo pasado no hay grandes ganadores ni grandes perdedores, el famoso empate hegemónico conceptualizado por Pontantiero goza de buena salud y la gente parece querer que así sea. Nuestro último estudio nacional realizado antes de las elecciones mostró que un 70% de los argentinos está de acuerdo en que los políticos deben llegar a un acuerdo nacional sobre los grandes temas. La gente, nuevamente parece estar más adelantada que sus dirigentes, resta saber si esos dirigentes lograrán estar a la altura.
Esa misma pregunta en nuestro estudio también revela que un 25% de la población es contraria a ese acuerdo. Se trata de un bloque claramente minoritario, que seguramente esté compuesto de forma no menor por los núcleos duros del oficialismo y la oposición. El extremismo a ambos lados de la grieta coincide en su intransigencia. Quizás sea hora de que la política se pregunte hasta cuando va a seguir permitiendo que esos núcleos duros empantanen todas las discusiones.
Un 70% también cree que ese acuerdo no va a ser posible ya que “la dirigencia no quiere ponerse de acuerdo”. La ciudadanía demanda acuerdos y sin embargo, esa misma ciudadanía es tremendamente escéptica al respecto de que la política logre llegar a consensos saludables. Esa alquimia entre demanda y escepticismo debería preocupar a quienes quieren que el proceso democrático argentino siga madurando. No podemos permitir que las frustraciones de la gente crezcan todavía más.
A lo largo de los distintos envíos de #DomingodeDatos repetimos una y otra vez que es necesario que la política profesionalice su comunicación. Los resultados del domingo pasado demostraron una vez más lo importante que esto es. Allí donde hubo campañas profesionales, fundamentadas con investigación seria y estrategias bien diseñadas también hubo grandes desempeños electorales. Por el contrario, donde hubo improvisación, donde hubo un agrandamiento ingenuo del famoso “olfato político” de los dirigentes, también hubo derrotas o resultados magros. Toda la dirigencia debería tomar nota de esto. La calidad del debate político no se puede dar el lujo de seguir con este nivel constante de improvisación.
