Este miércoles el Director Ejecutivo de Transparencia Electoral, Leandro Querido, fue entrevistado por el periodista Jorge Lanata en su programa en Radio Mitre.
El tema de la entrevista fue la reciente encuesta que hizo Transparencia Electoral en la provincia de Buenos Aires acerca de la percepción de los electores sobre el venidero proceso comicial.
Querido sostuvo que según el estudio, 7 de cada 10 bonaerenses piensa que las PASO son inútiles, y que puede haber fraude porque el sistema no es confiable. Por otro lado, seis de cada diez opina que no deberían ser obligatorias.
Aclaró que “le encomendamos el trabajo a Gustavo Córdoba y Asociados, y analizó 800 casos en la Provincia de Buenos Aires mediante el sistema de llamados telefónicos”.
Sobre qué llama la atención sobre los resultados, indicó:
“La gente o los electores consultados consideran que las PASO son inútiles porque no hay competencia entre los partidos políticos. Donde hay competencia son pymes partidarias que no conoce nadie, que compiten con diez listas al solo efecto de recibir fondos para la impresión de listas, de los cuales un porcentaje pequeño se usa en la impresión y el resto vaya a saber uno dónde va (…) La encuesta refleja que como están planteadas las PASO, son inútiles, no cumplen con el espíritu de la norma de algo que se pidió en su momento, cuando los partidos definían sus candidatos en internas muy pequeñas y reclamaban más participación (…) Hoy los partidos políticos han encontrado un nuevo atajo para evitar la competencia electoral”.
Sobre la contradicción de que mucha gente dice que iría a votar si no fueran obligatorias, pese a que consideran que son inútiles, señala:
“La gente en el fondo considera que son útiles, pero los partidos no se comprometen con la competencia electoral. En situaciones de no obligatoriedad y con oferta electoral razonable, la mayoría iría a votar”.
“Hay un cuestionamiento de fondo a los partidos políticos por el atajo que han tomado (…) El 75% de los consultados dejaría de votar a los partidos que no asuman compromiso con el juego limpio electoral (…) El debate de la reforma electoral ha quedado trunco”.
En cuanto al miedo al fraude, Querido asegura que “el miedo al fraude está, es un gran problema porque todo proceso electoral se basa en la credibilidad de los ciudadanos. El 30,8% considera que un fraude es muy probable, y el 39.9% considera que es probable (…) Preguntamos sobre si están de acuerdo a incorporar tecnología al proceso electoral, y el 56% está de acuerdo (…) El voto electrónico está en un 38%”.
Sobre si al fraude se lo vincula con algún sector político en especial: “Medimos con qué espacio político relacionan los electores las malas prácticas electorales. El Frente para la Victoria llegaba al 44%, que si se suma al PJ, llegan al 49%”.
