Dos de cada tres argentinos no tienen corazón

La noticia fue tapa de todos los diarios: dos de cada tres argentinos es insensible al sufrimiento del otro, del 32,2% que es pobre. Esta es la única forma de explicar la persistencia de altísimos niveles de pobreza en un país con abundantes recursos naturales, población educada y con más de 30 años de alternancias políticas en el marco de una democracia estable. Han pasado gobiernos de todos los signos políticos y los que sufren son siempre los mismos. Y los que no sufrimos también somos los mismos.
La publicación del índice de pobreza del miércoles pasado no sorprende a nadie. Impacta, pero no sorprende. Las universidades, centros de investigación y consultoras privadas ya tenían el dato y lo venían publicando desde hace tiempo. Gobernadores de provincias importantes ya habían blanqueado las estadísticas en sus provincias con números más o menos similares. Para quienes no leen los diarios quedaba la observación de la realidad; la pobreza se ve en calle, en cada ciudad del país. Uno de cada tres argentinos es pobre y el 6,3% no tienen ingresos suficientes ni siquiera para comer.
La metodología del INDEC es correcta pero obsoleta. La medición de la línea de pobreza y línea de indigencia es solamente una de las medidas posibles de pobreza. Mide pobreza por ingresos, es decir evalúa si los ingresos monetarios de un hogar alcanzan para comprar comida y otros bienes no alimentarios. Es una medición útil y seria que después de nueve años de manipulación, por fin ahora está bien hecha. Pero es obsoleta porque considera que una familia tipo de 4 personas debe alimentarse con $5.175 por mes y que para el total de sus gastos alimentarios y no alimentarios (alquiler, impuestos, educación, salud, esparcimiento, transporte, etc.) es suficiente con $12.500 por mes. O sea que en la Argentina de hoy, una familia de 4 personas cuyo ingreso mensual es $12.600 no es considerada pobre y por lo tanto no está incluida en el 32,2% que tanto nos impactó esta semana.
Los análisis se multiplican, los expertos opinan, las personas se escandalizan y los medios inflan una burbuja de opinión pública donde la mayoría de los protagonistas se esfuerza por buscar culpables de uno u otro color político. A mi criterio el problema más grave no es que uno de cada tres argentinos sea pobre sino que 2 de cada 3 argentinos es insensible. Si subvertimos el análisis, podemos afirmar que aproximadamente el 67,8% de los argentinos está más preocupado por su bolsillo y por la seguridad de sus bienes que por el sufrimiento del otro 32,2% de argentinos que es pobre.
Los datos estadísticos muestran que la pobreza no nos importa a quienes no somos pobres. Las mediciones de opinión pública de los últimos años son consistentes. Los dos principales problemas que sufren los argentinos son la inflación y la inseguridad. En tercer y cuarto lugar aparecen los servicios esenciales de salud y educación; luego la corrupción y luego la calidad de otros servicios secundarios como el transporte, y los costos de la energía y el gas. Recién en séptimo u octavo lugar, con porcentajes de entre el 3% y el 5% aparece la pobreza como una preocupación de los argentinos. Recién allí aparece el otro, el hermano necesitado, el que sufre las 24 horas del día.
El dato no es menor. Con estas preocupaciones casi excluyentes en mente (inflación e inseguridad suman más del 60%) es que los argentinos que no somos no pobres trabajamos, estudiamos, invertimos y soñamos. Inflación e inseguridad son los temas que abundan en la mesa de los domingos, en las radios y en la tele. Con estos criterios en mente votamos a nuestros dirigentes políticos y con estos criterios los evaluamos. La indiferencia ante la pobreza no nos hace ni culpables del problema, ni responsables de la solución. Los responsables son los políticos sin duda alguna; nosotros simplemente somos eso: indiferentes. Pagar impuestos para que el estado se haga cargo no es suficiente. Si la pobreza nos doliera como nos duelen los precios o nos perturbara como nos perturba un robo, seguramente los números serían otros y no deberíamos sentarnos a esperar seis meses a la próxima publicación del INDEC sobre corazones insensibles.
